Bernie has suggested certain races could feature wet periods created for spicing up the show.
A good idea or just bonkers?

and not in places like Melbourne or India where fresh water resources are already strained

logical next step should be nails on the track surface to increase number of punctured tyres, moveable chicanes, and at last - night races without lamplights...

Overall I think this quest for artificial overtaking is a mistake... it started on a wrong premise and itself has created more and more demand which led to the silliest of solutions.
The cars need to be able to run closer to each others, but without necessarily leading to the car behind passing the car in front. This proximity is what is lacking in F1 and that's why it's often less exiting than it could be.. because that air buffer between the cars allows the guy in front to make a mistake and get away with it.. while in other series the same mistake would allow the guy behind to pounce because he's right there inches away..
When using that logic, fake rain and other stupid solutions are easier to spot.

Yeah, it is very entertaining to see the skill and daring of these guys in dealing with a wet track. So are the different strategies that present themselves and the inevitable strokes of fortune, one way or the other. But doing it on purpose it just too big of a gamble.

Mario Kart rules, in it's own way of course.
I think there's something special in the way weather is dynamic. It rains, it pours, it drys out, it's damp again. This is what creates excitement, that pensive edge-of-the-seat, 'what's going to happen next' feeling... It happens to us in our seats, and it goes through the drivers and teams heads in the same way.
Take away the unpredictability of weather, and it ceases to become weather. Merely a saturated track. Nothing special there.

I'm going to go against the crowd. Even if it is very artificial, wet races are usually interesting. If dry races are boring and if it is impossible to find rules that allow for overtaking, why not? The only caveat is that I think a wet race should be wet throughout, not only in the last ten laps or something. I voted yes.
If you really want fake racing, watch NASCAR.
All you need to do is make a rule that the teams have to switch to a super-hard rubber compound mid-race.

That's a pretty solid point. What's the plan? Get rid of Silverstone, Spa and Suzuka only to go race in the desert and add sprinklers..

Choosing to make it rain or not at certain points could be construed as helping or hindering certain drivers or teams. If they set the schedule before the race, then all teams would be on the right tyre at the right moment and so reduce by far any amount of the mistakes or genius moments you get when the sky just starts falling on it's own schedule.

Slightly reduce the overall size of the cars.
Limit front wing, rear wing, and diffuser size (make them all significantly smaller).

There will be cries of 'race-fixing' if artificial rain is implemented.Terrible idea, if they know when it will "rain" they will pit them in time so they are ready for it
Imagine a scenario where, just say for arguments sake, Vettel is in 3rd, has scrubbed his tyres and has maybe 3 laps left on them. Button, who on the other hand has taken care of his tyres and has a good 7-8 laps on his is in 2nd place. Meanwhile, Alonso' s Pirellis are gooone and he is now in the pits from the lead. He fits new hard compounds and is confident leaving the pits that he can finish the race on them, when 'bam' "sprinklers to be deployed in 2 laps." comes over the radio. Everyone in for wets/inters.
Vettel is pitting anyway, button has to pit but should have gone longer, and Alonso has had to pit twice in 3 laps -his race ruined.
Oh, the ensuing controversy!
I will switch off.
