1964 Miller PBS racer

Does anybody know more about this type ?
It was offered to a friend of mine, the owner is looking for a different car and would possibly do a trade in.

Especially interesting would be - what could be done with it ? It obviously has Fiat engines with it (850 cc + 1l ) + Hewland box.
