I find in a box severals pics about the race in Rouen-Les Essarts in France. My father go to this race in 1962 or maybe 1963 (?)
I have no idea about this ...

The 1962 French GP (GP de l'ACF) was held at Rouen on 8 July so I expect the photos are from then. There was no non-championship Formual 1 race there in 1963.
But number 16 does not appear in the 1962 GP results so it could be in a supporting race. Or the photos could come from a non-F1 race in 1963.

This is from the formula junior race at Rouen in 1962. The driver is John Love in Ken Tyrrell's Cooper T59-BMC. He was not classified at the finish, but is listed in 17th place.

I thought McGowen was a misspelling of McGovern, i.e. Irishman Bill McGovern who became British Touring Car Champion in 1970, 1971, 1972. And I advised Wolfgang Neumayer from formel3guide.com to adjust his data accordingly.Or, more correctly, Bill McCowen
Now, who is Bill McCowen? Is he identical to the bobsledder?
