Bianchi is now fully inside the car and presumably about to drive off.

For those who don't know the obvious-and there are a few of us-I looked it up and it is LeMans 1968-held in September that year. The car is possibly the most famous GT40 #1075 driven by Rodriguec/Bianchi. It was the third win for a GT40 in the LeMans 24 hour race.
Rodriguez of course replaced Jacky Ickx who had broken his leg in Canada during the F1 practice, so potentially he could've won 7 Le Mans. Sadly Bianchi would be fatally injured during the test day for the following years race.
Oh and is the chap in glasses to the right John Horsman ?

Is that date given beneath the photo (September 1970) supposed to be the date it was taken?
Quite obviously this pic dates from 1968 or earlier...
Amazing that it should show up on a Lotus forum, by the way. Is TNF losing its edge?

That was my first reaction, since Horsman also wore glasses like that. However, if you look at the picture linked in Tim Murray's post #2, in that photo the same man is taking a picture of the car like he's a journalist or visitor of some sort.
It seems kind of unlikely that Horsman would have been snapping pictures of the car in the middle of the race while he was "on duty", but it's possible. Also, apart from the glasses, his clothes look rather "civilian" for a team member and the resemblence is maybe a bit iffy- but I could be wrong. Horsman is still around, maybe he can identify everybody (including himself).

I believe it is Grady Davis, VP of Gulf Oil and a former racer himself.

But what a pity he's used photos of replicas.I found this on the intraweb and thought it would help illustrate the importance of Grady Davis:
