F1 is fixed to an extent, so I think RBR will be punished because they dont want Vettel winning title again and FIA have been against RBR for a while now.

the thing is button has done this (erratic under safety car) many times and not been penalized, so the stewards can either say button set precedent so reprimand, OR they can say, look its been warned about before, 20 sec penalty.

Actually Button doesn't do erratic safety car starts - he does like to slow the pace dramatically before taking off, but there is always a constant slowdown, not speeding up and then breaking - that's the difference.
But I think no harm no foul, it was no Japan 2007.

I would suggest a small penalty for Alonso to take off smug on his face in pre-podium waiting room, and large one for Hamilton just to make him feel welcomed.Nothing will come of that I think.

There should not be a penalty.
There should however be a reprimand. Vettel have been there and seemingly needs reminding.
"Dude do NOT play the accelerate, brake, accelerate game while behind the safety car. Next time you WILL be penalized"
Then at Japan driver meeting tell all drivers.
"Just so we are clear about this, Sebastian got an official reprimand, all of you are hereby reminded and if anyone play this game rest of season, you will get an immediate drive through!!"
That should fix it.

I suspect it will be to just give them a talking to. The driver in front has a right to control the pace, but if he gets harpooned it's not helpful to be in the right. It's not like these cars have a brake light is it?
