Driver makes mistake = Team Penalised , Team makes mistake = Driver Penalised

After hearing that Ferrari were fined for the Massa incident I couldn't undererstand why when the team makes a mistake such as releasing the driver too early from a pitstop , the driver gets a drive-through but when the driver makes the mistake such as Massa crossing the white line while there was a red light the team gets the penalty.

 

 

I think this should be fixed so for example the team release the driver too early there is a certain amount of constructors points taken away and if the driver makes a mistake then they get a grid penalty / drive -through. I know they already get drive throughs for mistakes but for things like today , shouldn't the driver get the penalty ?

My take on it is that Ferrari got fined as they sent Massa out without enough time for him to get down the pit lane before the session ended. Massa attempted to stop when the light went red and so he was not penalised.

It was a team error.

The driver made every attempt to stop when seeing the red light however the team 
made an error in releasing the car with insufficient time remaining in the session. No 
sporting advantage was gained.

Why was there no penalty for Alonso - it looked like he stopped to do a practice start beyond the end of the pit wall - there was a directive from RC shown of the TV screen earlier that seemed to indicate that practice stops where not allowed past the end of the pit wall.
