Common sense says Lotus didn't do this intentionally. But expect this thread to burst into anti Lotus one nonetheless. A strong contender to win the race fades away. Now only Webber can challenge Vettel for victory.

Didnt Grosjean have exactly the same problem in Hungary but because they tested Kimi's car he got away with it so hopefully he just hit a curb and damaged the struts

A broken floor would have been spotted by Jo Bauer. I'm sure that's the first thing they check before reporting suspicion of an illegal component, especially in the case of flexibility.
CFRP failure often isn't that easy to spot. You can easily have parts that look absolutely fine from the outside and still have delaminated inside, affecting strength and stiffness.

Does Jo Bauer randomly pick cars to test these kind of things? Because the report states that only car number 07 and 11 were tested. Or do all cars have to go through these kind of tests?

With a million different parts on the cars they can't check all 20 for everything, so instead they do random spot checks for a few parts on a few cars.

Since the part has passed inspections before I doubt he'll get a penalty but if he does, will it be a complete DQ or just dropped places?

according t Alburaq, the different wheelbase setups have different tea tray support:
(top is short) so it seems unlikely that Grosjean's floor passing the test will cut it...

He will just have to start last (or from the pitlane if Lotus chooses to break park ferme and change the car setup)
