Looking for a name: Dutch racing driver who was paralyzed in a crash

Hey guys, I'm looking for a Dutch racing driver who showed good potential, but was paralyzed in a crash I think in Formula 3 or something. I think the accident was on the Nurburgring, not sure. His car flipped over and the top, the rollbar, broke off and he he hurt his head, meaning he was paralyzed and never raced again. I think he's in a wheelchair now. I think the accident was in the early 1990's.
