As per Max`s latest quote, the only way to do this is by having the drivers contracted to the FIA.

Agree, surly it is easier just to have a standard car, probs FIA would go with a Ferrari spec car.
The only problem with that is, F1 would have a break away group after Max put all the F1 companys out of business and would probably be more popular then the proper F1 and kill it.

The difference with specs car would be that engineering would still be there.
but i think it is impossible to put in place.

But it would be interesting.
It would also require several races to be run over the weekend, so drivers can switch between several cars.

Conversely - after the first 11 races of the year, which teams would get the top flight drivers a second time, which would have the rabbits for the final part of the season?
Of course - it might be the case that all cars and all drivers are equally capable of winning, it's just this old fashioned idea of having drivers contracted to a single team that is masking that fact ;)
