Sure its possible.
DC has done it several times this year already.
The change to a shorter chaos theory wheel base is almost instant and require no outlay by the team.
The change back however is costly and takes some time.

Honda stretched the wheel base by 7 cm in the season last year. If they gained is another question.

Compare those pics with the one of this test, look specifically at the upper wing element you see a upward element on the monaco version that isn't there on the turkey one.

Thats actually not so far from the truth as you think, I believe Ross Brawn actually said a couple of weeks ago that the horns do slightly reduce front end downforce but what they do is channel the air better to the rear wing so you gain rear downforce. I guess if the front wing is good enough to still balance out the increased rear downforce, there's no reason why you can't have a lift generating device at the front which helps rear downforce.

They've figured out how to overtake in Monaco.
