Toro Rosso's Test Request for Jaime

Hello from Canada. Longtime reader, finally decided to join up.

With the revelation from Mateschitz that their request was denied. I can't seem to find out who denied their request. Did they follow the same process as Ferrari did 2 weeks later, or did they make a request to FIA before contacting the teams. Ferrari indicate that they were in favor of a test, Haug (merc) indicates that he would have been in favor, but was under the impression that they hadn't even asked. Understandable, perhaps, as any request would go to McLaren, not merc directly.
Williams makes a statement that they were not in favor of the Ferrari test, though no mention of their reaction to TR's request. Did the FIA deny their request before it went to the teams.
I've also read that all FOTA teams approved Ferrari's requested test day, though the Red Bull teams come out a few days later and say that they were not in favor.

Can anyone shed any light on this for me.

FOTA operate a voting system whereby the majority rule, if all teams voted and the outcome was approved then that would be FOTA's decision even though some within FOTA may not agree.

Good money has to be on Williams, seemed to be slightly inferred in the snide remark from Fezza's OS.

I think Toro Rosso simply asked the FIA. There's been other instances where the FIA overlook something if all the teams agree, but i dont know if the FIA or the teams instigate those situations.

that is what is interests me. if they were rejected by fota with a majority vote, how would the vote have gone. ferrari says yes, red bull and tr say yes, what does brawn, mclaren and toyota say? Let's presume that FOTA voted yes (and Whitmarsh forgot to mention to Haug), then that leaves Force India, Williams and FIA.
If either of those 3 rejected the idea Why on Earth would Ferrari think that their request would go through 2 weeks later.

Just publicity to show someone (some teams) or FIA in a bad light.

I think there's a little confusion about the Ferrari web site statement. It has been indicated in email replies to enquirers that the statement is not so much a Ferrari one, as a Tifosi one - perhaps a representative email that they had received from fans.

I'm not sure how likely it is, but since it is the ONLY source we have which suggests Ferrari gave the go-ahead, and since there has been no statement to the contrary, I suppose we better believe it.

I would agree with others though that Williams is the likely candidate.
