Will Ferrari ask for a permission for Luca Badoer to test F60. I think they are more justified now, aren't they?

No, it's not more justified. No testing means NO TESTING. For whatever reason. Precedent is already set with Jamie. Which leads me to wondering if Badoer will get a superlicense... If they haven't got a suitable driver ready, they have to get someone else, from outside Ferrari.
