Is this most significant change of rules?

I am turning on you with one request: do you think recent change of rules (which is not change in fact) are most significant? Would you highlight such important rule change since 1950?
System point changed (winner gets 10 instead 9, when?)
Re-fuelling is introduced, then removed and introduced again... when?
Grooved pneus (I know 1998)
Would you list here most significant rule changes here, please? Only those which are comparable with todays... Thank you

Without these changes would Cooper have ever won? As the cars were bigger and heavier to carry enough fuel to last the longer races. And they had to carry a lot more fuel with alcohol fuels.

Actually, IIRC winner started getting 8 points from 1950 to 1960 (incl) but then could get a further point if he was able to establish the fastest lap of the race...

I agree, this could be the change with the bigger consequences ...
As second, probably the reduction to 1500cc in 1961, increasing the benefit of a good road handling and the real start to the technological escalation.
The comeback to 3000 cc in 1966 was not so important : I remember being very disapointed by the performance gap between 1,5 and 3l ...
For the 70, rules modifications have been only attempts to limit the devastating effect of new technology on security.
This year, this is not a rule change, this is more restrictions on the possible reading of the rules done by the engineers on one side and the marshall on the other... the Concorde deal freeze any technical modifications.
The most important change could be the new qualification on one lap : AFAIK, it's the first time since 1950, isn't it ?

Just imagine if Chapman had run riot without a weight limit and other British constructors had followed suit.
Could this have meant that Ferrari would have been left in the dark, got even more serious about sports car racing and forgotten F1 altogether?
