All information I could gather is the following:
1977: 1. Tom Bagley & Herm Johnson (co-champions), 3. Howdy Holmes
1978: 1. Bill Alsup, 2. Dennis Firestone
1979: 1. Dennis Firestone
1980: 1.???, 2. Joséle Garza.
I think the championship was a kind of FSuper Vee organised by USAC as oppossed to the SCCA series which existed from 1971-1990. But I'm not sure if there was a connection between the two championships.
I'm looking for further information (championship standings, race results etc.) about the Mini-Indy series.

In the USAC yearbooks seasons 1977, 1978, 1979 and 1980 the results of these series are published.
I have made some scans but I don't know how to enclose them into this mail. I am not so familiar with this.
I think indeed there was a close connection between the Mini-Indy series and the SCCA series. Actually the Mini-Indy series was also called the Robert Bosch-VW Cup. In 1980 the Mini-Indy series and the SCCA series were combined.
Some well-know competitors in the 1980 series were Josele Garza, Al Unser jr. and Arie Luyendijk.
Before 1980 I have no results of the SCCA Super Vee series (I think Autocourse started presenting those results in 1981), so I cannot compare if these series overlap. I only conclude that Bill Alsup was the winner of both series in 1978.
If anyone has results from the SCCA series (1971-1979) I would be very glad.

There were still some interesting drivers active during these years. For example Paul Radisich, Bernard Jourdain or Didier Theys.
