Picture ID - Lakewood, 1940s, Midgets, possible fatal

It's not really graphic, but it's not all that nice...Does anyone have any idea who this is and when?:

I don't know if the two crashes are the same...most likely are. I found them on a site about 2 years ago and I've not been able to ID since. Any ideas?
