I haven't played in months so am going on memory...

Go to uhm, scores? In the game and you must be signed in to Xbox Live. Wherever you can see the laptime rankings for that track. Select a player, is it the Y button?, and you should see the option to download setup in the mini-menu. Some people hide their setups so you may have to scroll for a few pages to find an available one.

And remember the setup is for whatever car you're using, not for the track. So if you've got an Audi R10 I guess you could download the setup from someone who set a laptime in a Ferrari 333sp, but it will save with your Audi not with any other cars. And it's not track specific so make sure you bear that in mind when you name it. I tend to name my setups after track and time. So if I find a really fast Road America time i might name it Elk140 (since RA would be Road Atlanta, and 140 stands for 1minute 40lap)
