According to magazine Auto Italiana, issue 30 July 1964, a certain Joachim Parker drove the (presumably white) BKL-Borgward #18 in the Großer Preis der Solitude, then a Formula 1 non-championship race held on 19 July 1964 at Stuttgart.
He did not finish the race.
Parker's team mate Ernst Maring (was he the future Maco Formula 3 builder, winner of the 1975 German Formula 3 Championship ? ) finished 10th and last, four laps behind the winner Jim Clark's Lotus.
The two BKL-Borgward were entered by Kuhnke Racing Team. The article states that BKL means "Borgward-Kuhnke-Lotus", being the car built from an old Lotus 18 chassis fitted with a 4-cylinder 1.5-litre Borgward engine.

I know nothing about Joachim Parker and about the car.

By google, different sources reported the BKL driver as Joachim Diel (or Diell).

The Formula One Record Book (1961-65) states that Joachim Diel was a German Army helicopter pilot racing under the "Parker" name.

The cars were both modified Lotus 18's looking different from each other. The above book has 2 rare pictures. They were 17 & 18th in practice and started dead last.

Your other infos seems to be right.
