in q2 everyone had 2 runs, cause no one was safe, the times were within a second
the top 11 are made of 4 Ferrari's, 3 Toyota's, 2 Mecedes, 2 BMWS
the bottom 12 made of 4 Renaults, 2 Hondas, 2 Force India's Ferrari, 1 Toyota
This has to be the first time ive seen good cars not making the top 11 and backmarkers making it easily

these 4 engine makes within 1 tenth of being the fastest with fumes

Hard to judge imho as BMW and Mercedes both top 2 out of 3 teams fail to supply customer teams.
Should there be a rule if you want to compete in F1 as a manufacturer or engine supplier you must make atleast one engine available to customers if they so wish?

Might be, there's no real corners on the track that require speed adjustments other than the chicanes and hairpins, so it's going to be about acceleration and top speed. In someways it may be more of a HP track than Monza.

It's got 5 decent straights all starting with slow corners, so less than .1 on each of them isn't far-fetched.

IMHO yes, same as there was a rule saying that tyre manufacturers had to supply certain % of the field.

Not sure if anything is down in writing, but there's at least a gentlemans agreement from all the manufacturers that they would chip-in and supply a team with engines if required.
But to be able to do the comparison needed then there'd have to be 6 extra cars on the grid and that ain't gonna happen.
Anyway, I don't see why there's such a big fuss being made about engines at this particular track. Nobody with a shit engine is ever at the front of the grid.

ralfy in the german gp with a supertech engine in 1999 i think almost won the race on merit beating schumi, hakki and frentzen and coulthard on sheer pace with the sh*ttest engine.
2001 bmw williams had a 9 tenth advantage in the old hockenheim over ferrari, but ferrari's whole package was still 5 tenths faster then the williams in 90% of the other tracks

Williams never contended for a win on pace in 1999. The closest was Ralf leading the Nurburgring (which was a crazy race) around half distance.
The Supertec was a problem but it's issue was vibration and ultimately reliability in the race motors. The qualifying engines were pretty good. The minute they put the Sunday engines in, it literally shook the BARs to death.
