Would it not have been a good plan for back-markers, like Honda, for instance, to blow out qualifying and gamble on a completely dry set-up for the race? They start at the back anyway so they would have a massive advantage on the straights and clean up.

anybody can still do it....change anything you want and start from the pitlane

Aren't they in Parc Ferme conditions, so they can't change Wet/Dry settings until the race starts.

yes they are...but you can take the car out of there, start from the pits and do whatever you want with it
