Heading into the final race for 2008, what is the current status of the use of the "Joker"?

Who can and who can't use it?

Nobody can use the joker at the last race, IIRC.

So if somebody has a engine failure during qualy and hasn't used his joker he still has to take a 10 place grid penalty.

Seems unfair but I can see the logic, because every driver who had not used their joker would do so.
