Being "very near" to a contract is not the same as actually having a contract. Jenson Button was "very near" to signing with Mercedes, but now he's at McLaren.

Or something totally different from what F1 has seen in the past, like 'Carabante & Kolles Grand Prix', much like the 'Riley & Scott' racecar manufacturer of old. :-)

Don't allow USF1 to miss any races. they sell their spot to Stefan GP and Lopez goes to Campos then we have 13 teams, 26 drivers all ready hopefully for the final test session.

Technically, they already have. They're most likely waiting to see if anyone withdraws or fails to show up before assigning numbers so as to cover any gaps in the grid. They won't want a repeat of 2008-2009 when there was no 18 or 19 for eighteen months.
And teams don't have to have numbering on their merchandise.
Well, programs need to be printed. Well in advance.
