Because in the USA it's considered a God-given right to express one's self freely. People wear T-shirts with Obama looking like the Joker from "The Dark Knight" with a logo that says "Why so SOCIALIST" and stuff. Burning flags, etc.
It's dumb, but it shouldn't be illegal to be dumb.
Honestly, think of a T-shirt with Hu Jintao or Chairman Mao caricaturized to look like a villain from a blockbuster movie. Or burning the Chinese flag while news cameras roll.
You'd do it cos you're angry and it's a generally harmless way of expressing one's self, and a little arrogant and very silly.
But the point is that in the most successful, most civilized societies, we've dispensed with punishing peaceful disagreement with the government, stupidity, or arrogance. As long as it doesn't harm other people directly, who cares?
China's making progress, but even in 2009, they have a LONG way to go. A LOOOOOOOOOOONG way.
