Synonyms: affirm, assure, consecrate, covenant, cross one's heart, declare, dedicate, devote, give word of honor, pledge, plight, promise, swear, swear up and down, testify, undertake solemnly, vouch, warrant

More to do with headline width limitations than thesaurus or style guides.

How about 'to' ?
As in "Force india to design faster car" rather than 'vows' to design faster car. It's just not needed and someone feels th eneed to put it in every second headline**.
** slight exaggeration.

"to" implies they actually will though. Vows is correct, in that they're determined or trying to design a faster car, but that doesn't mean they will.

haha i sensed that vows would be picked on. Have to admit sort of stood out like the use of "laments" after each GP or quali!!
