The BBC only have two channels at that particular time to show a programme on. Red Button is taken because of the F1. I spoke to someone within the BBC a few months back and they said they try not to make sports clash, but sometimes its inevitable.
I agree that the MotoGP shouldn't be scheduled against the F1, but there is not much room for manuever... that's also why MotoGP live in on BBC Two, because BBC One is jam packed all day. Look:

They cannot just dump the Politics Show, I think they have to have a certain amount of politics on Sundays, hence why it has to be on then. Also, they cannot put the repeat on later because of the live Snooker; so if they did move it, it'd be to after midnight (if anyone even thinks of suggesting putting MotoGP repeat in peaktime; then you are bonkers). We could debate the scheduling issue all day long, but the BBC is jampacked with Sport on Sunday and that's the only time where it'll go. This isn't like an F1 Qualifying/GMTV situation a few years ago where GMTV were utter twatheads and refused to give up airtime, this is similar a scheduling clash which cannot be avoided. These things happen.
Nowadays, we have things like iPlayer available, viewers can go on there and just watch the race, it doesn't necessarily matter when the repeat is because the vast majority of people have the internet available and thus will watch it off there if they cannot be bothered to watch it live.
