When the car is stationary the mechanics use an allen key to adjust the angle of the front wing flaps, the flaps move along those rails. What was banned was the driver adjusted front wing, that included a motor and actuators that moved the flaps, those are no longer on the cars.
Okay, I see now. What I found ineteresting is the fact that this elemt remained on the cae. In the past teams used to adjust the front wing without this.
