Whoa - that's funky...
Looking at the profile I'd say that they're their to clean up the flow somewhere further back on the car, maybe the rear wing, or the mid-wing --- still, whoa - that's funky.
It kind of reminds me of the Arrows' and Jordan's added wings from Monaco 2001:

I'm also remember that the FIA banned these wings because they were a hazard to the driver, or interfered with visability - I can't remember which. Eddie Jordan complained about it because he said the wing was 'valuable advertising space'! I'm not sure if the same rule would be applied against these wings.
