The 2008 engine and gearbox change penalty regs will only be viable if drivers and constructors points are restricted to cars actually running on the circuit when the winner crosses the line.

why would it be different if you cross the line but complete 60 laps of 64, or you stop after completing 63 laps of 64? why do you prefer the first one?

A bit OT but...
...the whole engine/gearbox change rule is utterly idiotic... they should only strip the constructors' points from those... not give penalties to the drivers... now they put car reliability over the drivers' abilities which makes absolutely no sense.
