Freeland: #19 Dale Estes Special = brand new sprint car of Bob Estes, named after Bob's son, Offenhauser engine .....
Is it safe to assume this car is a replacement for the #37 Driven by Jim Rigsby until August, 1952? The car was also a "Dale Estes Special" / Watson Offy.

Yep. For both cars, building credits are given to A. J. Watson or Jud Phillips, depending on source - they probably collaborated. The old car won one race each with Joe James (1951) and Jim Rigsby (1952), and the new one one each with Don Freeland (1954) and Jimmy Bryan (1955), and six with Pat O'Connor (1956/57).
