I believe the beach entrance known as Hukatere is where Wizard Smith was headquartered.
The whole beach is easily accessed from north via Te Paki stream, from south by the Waipapakauri entrance or even from Ahipara.
Hukatere is accessed by sealed then gravel forestry road from just south of Pukenui township.
An earlier thread on the forum regarding Wizard Smith and/or Southern Cross clearly showed a distinctively profiled hill at the beach entrance, Hukatere.
It was below this hill where the record attempts were set up. I have no knowledge of any concrete work, tho' it could well be there.
The beach is easy to drive - an awareness of tidal conditions and an eye out for the ever present fishermen is required.
