Chassis in a 'second league'?

Since 1967 we have a championship under Formula One (F2-EM until 1984, then F3000 International and since 2005 GP), but since 1996 there were only one chassis builder allowed.

In 1993 we had yet a year with only one chassis constructor.

Why is there a chassis for all?
Okay, because of the costs, because of the fairness, but is that really good?

I think since then new F1 teams has it very difficult to build the first F1 chassis. In the 80s most new F1 teams first build F3000 cars (Minardi, Osella, Toleman and so on). So is the right way the way to go back? There were many reasons for doing that...

Were there rumours since then about an entrant who want to build chassis for themselve? Or about allowing more different chassis?

Why were there so many different chassis in the 80s, but since the late 80s only 3-5 different chassis? Why were there no longer interests by teams for building there own? Only because of companies like Dallara, Lola, Ralt or Reynard?

Tomorrow I will put a list with all wins (numbers) of the chassis supplier since 1967.

Although Reynard was better in the years before, why was March choosen to be chassis supplier in F3000 in 1996?

I thought that the spec F3000 cars were Lola-Zyteks.

The FIA is pleased to announce that Lola Cars Limited has been awarded the contract for the construction
and supply of F3000 chassis and spare parts for the next three years. Lola's prices were the lowest and this,
together with their experience and reputation, was enough to secure the deal.
The arrangements for the supply of engines for the F3000 Championship will be announced in the near
future.

I believe that March was long out of business by 1996.

I haven't that book, so perhaps the answers in short?

Perhaps something like the IndyCars will do in 2012 with aero kids would be a perfect way?
