Would not bet money, but I am pretty sure it is not Klemantaski.

Cannot tell you who it is, but he does not look like Cahier at all.

I'm confident in saying that it is neither Klemantaski nor Cahier, but I can't offer any other suggestion. He does appear to have some sort of pass attached to his buttonhole, so it's likely that soomeone here will have a clue.
