In Todt's own words: "Stefano was there [WMSC meeting] representing the team". He is Ferrari's representative on the WMSC. Just like Todt used to be. But, oddly, the FIA's web site prefers to pretend that this isn't the case:

Hmm.....

No it doesn't, the position is taken up either by a Ferrari representative or Cornelis

There is a wierd arrangement whereby meetings are attended either by "Manufacturers Commission" or by a representative of Ferrari.
On this occassion it was Domenicalli on behalf of Ferrari.

There is no 'conspiracy' here, albeit you could, of course, argue about the equity of such an arrangement.

I guess it can only be described as a blatant conspiracy

Obvious, but obviously wrong.

Long story, it was initially a token to placate the GPMA, not very interesting.
You're going to ask what the GPMA was now, right?

all corporate entities that are directly involved in FIA regulated/controlled racing. Initially it was just the F1 manufacturers (Ferrari, Honda, Renault etc) now it's everyone EXCEPT F1 Manufacturers including petrol companies, tyre suppliers etc etc

EDIT:the actual WTF moment about the Barcelona WMSC (which voted Bahrain in) is that Abdulla Bin Khalifa participated, and voted as ... the president of the CIK ( yeah that's the International Carting Commission)

No, I'm going to ask where's the list of FIA Manufacturers Commission members and what do they do? (Seems very shady at the moment!)

Like the way Stefano doesn't get explicitly named, whereas everyone else is. Seems very shady (again).

Yeah that's what I thought too when I saw that - what a blatant conflict of interest. He should have abstained, or if practical have sent someone else to vote on the CIK's behalf...

Have a look around, the manufacturers commission is listed as one of the FIA's sporting commissions. It's purpose is to give those involved with FIA-sanctioned motorsport a forum to discuss their needs and requirements, essentially. You may well not of heard of them, but many probably don't hear about the majority of the FIA's work.
