Spot on. The rules were changed because no team could challenge Ferrari's dominance. It is beyond ridiculous that a team in any sport cannot practice. Can you imagine if the EPL decided that no team was allowed to play in a stadium with a capacity greater than the smallest team's pitch and teams also couldn't practice, they would be allowed on the pitch for a few hours before each game. That's what they've done to F1 IMO. Mind you its not the first time officialdom has changed the rules to drag SF down.
The rules were changed because the world economy had entered a severe downturn and F1 teams were on the verge of spending themselves into oblivion.
The testing ban was agreed by FOTA (which Ferrari chaired at the time) and extended unanimously for 2010 after the 'budget cap' row.
