IIRC there is no way you can watch race without tickets... I think there is small hill outside the fence, but you'll need some telescope;) Or binoculars at least - and even then I don't think it will be good experience. Correct me if I'm wrong though, I was there 2 years ago.

This place from video is indeed general admission - great spot to watch the race, you can see back straight, last sector and part of main straight, also there is a big screen in front. But you have to be REALLY early on the raceday to get there. This is the most packed place.

E:
One more thing - while watching from distance you won't be able to smell petrol.
You can smell it in this GA spot, also it is mighty loud there.

Hey!
I have attended the Hungarian GP since 2006, this year will be my 7th attandance.
Loads of Polish fans came to the race till last year for obvious reasons. I can still remember they always built big "grandstands" from metall rods and they climed on top ot those. They had quite a good look at the circuit, but obviously they were pretty far away from the track. Apart from this there is no way to get a glimpse of any part of the circuit.
I have been lots of times at the track, some weeks ago at WTCC and I am set to visit in again in two weeks' times, so I think I know every single part of the track. The feature you linked in was captured at a place which is inside the fences.
