It might interest you to hear that CSI actually organized a World Championship in 1930. In the end it was decided not to award the 1930 World Championship title since only one race took place to the international formula. (And even that failed to run the full distance.)

Was there a shortage of entries for the "European Grand Prix" in Belgium per chance, seems very odd that participation in this one race was mandatory ?

There was always one mandatory race specified in the regulations for these early championships, most of which never came to fruition. In 1925, it was the Italian GP:
