Have they made a decision yet if they want to run these new hards in the race or not?
'We're running them in Friday free practice only' - Pirelli has already nominated the soft and medium tyre compounds for use at its first visit with F1 to Hockenheim.

It all depends on the available data. The more you know about the configuration of the cars the more significant the free practice times become.

It is all about being relative, the concept that the practice times have no absolute truth or validity is false, they have only relative, subjective value according to differences in perception and consideration. Unfortunately the factors involved i.e. tyres condition, setup, fuel load, are outside the knowledge of most fans. For the teams the times mean everything because they know what variable factors are involved and how the time has been affected by the factors. Therefore it is the fans job to decifer what factors are at play and be relative.
It is also the rival fans role to write off / accept the times based on the fact of whether their team is actually doing well.
