Steering Wheel Club

Does anyone know the meaning of this "coat of arms"? Also the signature appears to say "Frank," although I could be wrong. The bartender at the Wheel was named Frank. Could that be his signature?
I'd appreciate any help that anyone could give to shed a little light on this mystery!
Thanks,

The elephant invites an Asian location - there was a Forces Motor(ing) Club in Malaya or Singapore in the 1950s - was there also a Forces Overseas Boating and Motoring Club?

Perhaps a different Steering Wheel Club, this one run by the FOBMC?

I figured something along the lines of "Friends of British Motor Cars." The Malaysian connection certainly seems worth pursuing though, however, I know for sure that the Steering Wheel Club in London had their commemorative plates and small dishes, such as this one, made by Stavangerflint in Norway also.
Thanks for the suggestion David! I'll check to see if I can find something related to the Malaysian theme and report back.

David, I think that the elephant being pink might be more significant. My first reaction was that, with the (like a) fish, it's a joke about a driver's or group's other social interests.
Now that pink elephant is a distict possibility! Especially with the bartender's name being "Frank." ... and the "drink like a fish" symbolism.

OUR OWN BLOODY MOTOR CLUB
How about "FRANK'S OWN BLOODY MOTOR CLUB"? I'll bet that's it!
("O.O.B.M.C." doesn't show up in a Google search...)
