Nah, he's paid to take pictures, no-one is going to trust him with any important information, especially after the 3rd pedal thing. Why would you tell him confidential information about team squabbles etc ?
IMHO he was tipped off about that - why else would you take a picture of the inside of the monoqcue like that ?
Completely possible that rival team engineers had worked out something was going on and asked (even paid?) for the picture to be taken.
As you say he's gossiping and I suspect thats the only thing he does do in the paddock...
