Budget Cap, RRA And Pay Drivers.

Its been recently report by Auto Motor und Sport that 10 teams have put forward a proposal to the FIA regarding RRA. The proposal includes all the areas where cost cutting needs to be done, including the Policing, Auditing etc etc. IMO with RBR and Ferrari out of the picture this proposal could be enforced sooner rather than later once the nitty gritties are sorted out.
On a different note, Jean Todt recently commented about the Pay Drivers situation in F1 and how it can cause the teams to sometimes overlook good talent/possible future champions waiting in the sideline. He also did acknowledge the fact that some teams are struggling due to obvious reason because of which they choose this route.
Which brings me to the question....
If the RRA and/or Budget cap is enforced in a few years time, would it solve the problem of Pay Drivers?
Would the teams be compelled to hire talent in order to really compete rather than compromise their lineup for money?
I wouldnt say it would completely eliminate the problem, but atleast it would make the teams a little less dependent on their drivers to look for funds. Thought?

No; F1 problems aren't defined well, thus correct long term solution cannot be applied and succeed.
