Cutting and bending forces

Once upon a time i was wondering when i was supposed to use the formula for cutting over bending. And i made the exel document below.

What i discovered is that what we where told at school is at best very simplified. Surely there is a combination of the two that gives the best answer. But i was never learned how to do this. I must therefore reason that in this instance i should use the bending formula and add the cutting force allowed = ( Sigma allowed/ rot of 3 )

I would like to read more about this if anyone got something on it.

But if we look even closer there should have been made research directly related to the hole and bolt tolerances in relation to cutting. Because a good fitment would spread the load better. Anyone got info on this?
