If so, the lap will be discarded?Is it allowed to run wide at the first corner here? Thought Vettle had both tyres outside of the white line at some point, or am I mistaken.

Yes I agree,but it is quite funny that in this year Vettel has 3 poles,Hamilton the same,and also Rosberg.They are all really the 1 lap specialist,which is really good to see...I feel like many guys need some perspective:
Mercedes has won 6 poles out of 9 so far, 6 out of the last 7 events. At this point is hard to understand why ppl would be even slightly surprised, regardless of what happens in free practice sessions, which were never representative of anything.

It was my guess that today Mercedes is not competitive enough to win the race.
They have been always less competitive in the race than qualifying. Sometimes more sometimes less.
