Overall downforce levels on modern f1 cars.

I´m curious about something, let´s see if some around here can help me understanding something.

There was a time around 10 years ago when teams would crank up the wings to the maximum on around 85% of the circuits on the calendar, except Canada, Spa, Monza and these places.

When V8 arrived in 2006, this changed and the ammount of circuits raced under that setting dropped a lot. A place like Hungary wouldn´t be ran with the same downforce levels than a place like Silverstone. On recent times -let´s say post 2009-, I´ve read and heard a lot of opposite versions from drivers and teams themselves and I really don´t know what´s being done anymore.

So, are the teams cranking up the wings except for the freak high speed circuit or are they fine tuning levels across the calendar?
