Even a monkey can cover the new inside line into T13. Perhaps the idea is to get overtaking down Esplanade Drive?

I probably should have read the article.
"The stretch from Turn 11 to Turn 13 will be modified to accommodate the enhancement works for the new Civic District, which aims to integrate the areas at Esplanade Park and Empress Place."
So as with most street circuit modifications, it's the track changing because of works in the city.

I don't understand why would they expect more passing to happen. It's pretty much impossible to overtake in those corners either way, and nothing really changes the approach to the following ones. I can only assume that's PR speak for whatever other real reason they have to tweak the course.

I don't see it either. But then, even Bahrain GP organisers expected more overtaking in their PR speeches when endurance layout was introduced in 2010, while it actually reduced overtaking in two ways.
1. Harmed battles which otherwise could have happened in the GP layout turn 8.
2. Increased track length = reduced number of race laps.

The "sling" chicane went 2 years ago, superden - The latest upgrade is a re-configuration of the section just after the Turn 10 corner (where the chicane used to be)

I think they're hoping that a variety of lines onto the following straight will help.
But that will go out of the window if said corner is a "marble magnet".

It looks to me like the ideal solution here is to turn that corner into a high-speed kink leading to 13.
Or maybe just put DRS zones on every corner. Just once I'd love to see that.

The modifications are not really being made to aid overtaking, the planners seem to be easing access between two locations and the circuit alterations are a necessary result. The widening of the hairpin was a simple by product.

After two days of practice, it seems like the kink between T12 and T13 is blind and that drivers can't see if there's a slower car that's about to turn into the hairpin until they are very close to the braking point. I still don't think this will lead to more overtaking at T13 – it's more likely that there will be more serious accidents.
