i think the only option here is to add to race time at end of race if the 5 sec pen gets the as i think there is no other way to do a 5 sec pen

Start/finish line ECU controled speed limiter could cost you 5 seconds. But it's cheap, I am not convinced 5 seconds penalty is a good idea. If the penalty isn't harsh it will encourage stewards to swing it at the drivers more often. We might see even more bizarre decisions.

My concern would be the "arbitrary" implementation of the penalty by the race stewards, as we've seen with other rules enforcement.

Fix the source of the problem instead. Put a clear physical limit on the track, then there is no borderline cases. Higher kerbs, grass, gravel, moats, crocodiles... anything but just a white line.

With above. Make skipping the track limits cost more time and you don't need this penalty for problems made possible by tarmac parking lots next to the track.

They could add a "penalty lane" at each circuit that's a little slower than the normal track.
They could further introduce a rule that everyone has to use it at 10 laps to spice things up.
I'm not 100% serious here.

That's just great. Let the drivers finish the race, then add 5 seconds to Vettel's time, 10 to Alonso's, 5 to Button's, 25 to Hamilton's, 0 to Rosberg, 15 to Räikkönen's...
