I'm searched a little bit about Raul Boesel. I wonder how short his F1 career was. He had very promissing results in Formula Ford and Formula 3, and also had some great races in IndyCar and Sports car after F1. So why was his F1 career that short? How good was he really?

Not in a good team. RAM March in '82 and the woebegone Ligier JS-21 in '83. The car that sank both Raul's and Jumper's F-1 careers.

I seem to remember Latin American money dried up around that time.  Fittipaldi wound itself up, drivers like Rebaque suddenly stopped coming to Europe, obviously the Falklands helped do for drivers like Mansilla, so I wonder whether that had an interference as well.

There were some wins, certainly, but only 2nd places in FF and 3rd place in F3 championships.  I would venture to say that, had he been British rather than Brazilian, he would have gone no further, and certainly not into F1.  At this time, the British based teams were still dazzled by the novelty of Brazilian racers.  Boesel's post F1 career doesn't include any great performances.  A good enough driver, of course, but perhaps falls into that hackneyed category, the journeyman.

I would argue that winning the 1987 World Sportscar Championship is not too bad, won 5 races on route to the Championship. Had a 2nd place finish at Le Mans and won the Daytona 24 hours. I think he was a competent driver, who if I should compare him would be a Surer, Winkelhock level of talent.

But Formula Ford was the beginners series where graduates from karting moved into cars, so all the entrants were new to car racing.  And F3 in those days was the next step.  But most people had to go to F2/F3000 before they got a F1 chance.
