I thought drivers weren't allowed to enter rival team's garages. Even Lewis was thrown out of McLaren garage a few months ago.

I've seen them crossing through rivals' garages pretty often. It depends on when and what for. If you look at the video, Vettel is not crossing through a place where there could be "sensitive" information at the moment

What Lobato tells in that video is that Bernie changed the order of the hospitalities in the paddock in such a way that they are not placed right in front of the team's garage. What Bernie wanted was to force drivers to spend more time walking through the paddock but what really happens is that, when drivers just want to go to the toilet, they just cross through the garage that is closest to their hospitality, regardless of which team's garage it is.

I think that was just because he arrived unannounced during pre season testing.

They just want to use the shortest way to get out of the pit-lane. Nothing unusual. Every garage is similar and it has the same way out from the backdoor.

Pedro de la Rosa said on the Spanish TV that he did it because Red Bull's hospitality was just behind Ferrari's garage so that was the shortest way to go and that since the FOM mixed up the hospitalities all the drivers went through the garages that were just in front of their team's hospitalities.

There's no rule preventing it, but I'd guess it would normally be by invitation and if unannounced and the team have something they don't want you seeing then expect to be shown the door. That's what happened with LH.
