Why has that car still got a beam wing? I know they are allowed a monkey seat of a certain size but beam wings are banned for 2014 aren't they?

Maybe we should ask This Is F1. I took it to mean that the beam wing is removed.

As clever as some of these solutions are to the proposed regulations it just seems daft to consider all these strange adornments just to tick a box. The car will be no safer with a bulge bow at the bottom with a higher nose above it.
Why don't they do away with interpretive worded rules and define a 3D volumetric space in with all bodywork has to sit inside? Seems that this would be the only way to ensure the spirit of the rules (no dangerous high noses) can be enforced whilst limiting extreme or ugly rule bending appendages.

3.7.8 Only a single section, which must be open, may be contained within any longitudinal vertical cross section taken parallel to the car centre line forward of a point 150mm ahead of the front wheel centre line, less than 250mm from the car centre line and more than 125mm above the reference plane.
Any cameras or camera housings approved by the FIA in addition to a single inlet aperture for the purpose of driver cooling (such aperture having a maximum projected surface area of 1500mm2 and being situated forward of the section referred to in Article 15.4.3) will be exempt from the above.
I don't think they will be allowed to do that because it would give 2 sections, so they have done what you suggested in effect. The only grey area would be vanity panels and camera housings.

It's a bit odd isn't it? ThisIsF1's 2014 Car design for those running in an alternative series that's a bit like F1 but with different rules...but to help us out they have shaded some areas on the car to show something, not sure what exactly...

I think the 1.65 mm is supposed to be the minimum gap between FW and track.
The 275 mm is more likely the height.

fw is 7.5 cm above the ground reference plane. The maximum height is 27.5cm (above the reference plane). Reference plane = the lowest part of the floor (where the skid block is attached)

All bodywork situated forward of a point lying 330mm behind the front wheel centre line, and
more than 250mm from the car centre line, must be no less than 75mm and no more than
275mm above the reference plane
edit: the 1650mm is the maximum width (ยง3.4.1) which means that the fw is 825mm long at each side of the car
edit2: and there is even more wrong in that picture. FiA didn't ban the flow deflector and the sidepod flow deflector, although the initial 2014 rules banned them
