So what is this?

The FIA is undertaking a clampdown on Formula 1's 2014 noses to ensure they meet required safety standards, amid ongoing debate about their designs.
It is understood that some teams have exploited the regulations to produce noses that comply with both the technical regulations and crash tests, but may not actually be tough enough to provide maximum protection in the event of an accident.

I had to LOL at this threat:
Article 2.3 of F1's Technical Regulations says cars can be thrown out of events if the FIA stewards do not believe that they are safe.
What with Lotus, RedBull, ToroRosso and Caterham probably not making it through qual after failing the 107% rule, the race track in Melbourne is going to be rather sparse if they also ban another one or two teams for nose reasons.

have exploited the regulations to produce noses that comply with both the technical regulations and crash tests,
If they meet the technical regulation and passed the crash tests is it a bit insulting to the teams to refer to them as "exploited"

None of them are pretty. But far from being a bad thing, it’s a perfect demonstration of what F1 could offer if its design teams were given a little bit more freedom

I really don't think this ought to be dismissed out of hand. While the FIA would be unlikely to use this power to chuck out half the field, there is no reason why they can't threaten to use this power and have the teams alter their designs. This rule gives the FIA a lot of latitude to use its good sense and judgement and it is to be hoped that they can be trusted to make sensible judgements as to what designs are, or are not, safe enough, based on sound evidence, and to treat all the teams fairly. I don't think it would be true to say that the FIA can't do anything about potentially dangerous nose designs just because their dimensions conform to the technical regulations and they have passed the crash test.

If thy have passed the crash test, how can they be dangerous?

Where is Kamui.......?
.. gee, I guess nobody anticipated this kind of accident .......
Another 20 mph difference Massa's gearbox would have been on top of Kobayashi's head. Side strike to the front of a car, you're going to have the chassis and suspension bits coming into the driver's face. A car leading, spinning out, front end lifts up onto the following car's cockpit.
If cars flipping up is such a common, dangerous event - put guards on the back of the wheels, like in karts.
I'll not even go into the notion of the decision to relegate part of braking to non-failsafe systems. That looked like rear brake failure to me, not just Kobyashi losing his mind. Although someone is going to lose their head if they run into the wrongly positioned car.
/ preview of my post shows images of Kobayshi submarining into Massa... I'm not sure why the post doesn't, sorry

FIA is known to make rules on a low-probability-case-by-low-probability-case basis, so after they review these photos, they'll promptly mandate something to be put between the tyre and the body so that drivers don't run the risk of having their heads squeezed. By the way, expect a baby Willi-ham at the end of the year...

How far up Kamui's nose is Felipe's car? Can't tell at all from that angle. I don't remember it being particularly close to his head.

So we have Mercedes in front, followed by Red Bull and then possibly Ferrari. All of them with low and flat noses. I'm sooooo glad penis noses aren't "fast" Time to them to disappear! Bring on those B-spec cars. Those three top teams have showed that more elegant and efficient solutions -thankfully- work.
