Having listed Perez and Hulkenberg myself, I now think it's a mistake to include current drivers. After all, they might not be amongst the "never won a race" category in a week's time if downpours and improperly fixed wheels and optimistic lunges and broken gearboxes cause chaos in the opposition.

To qualify for "best" you must surely combine a high level of performance with consistent attack over a prolonged period. Some of those nominated on the thread simply didn't.

I'm assuming by winning a "race" we mean a world championship grand prix. In my list of Behra, Amon, Pryce and Brundle, the first three actually won non-championship Formula One races, which surely makes them strong candidates.

Grosjean?

I thought he looked impressive in 2014 for a while. IIRC he qualified 6th (?) in Spain in what was largely considered to be a sh*tbox.

However, these years might have been where Grosjean peaked. Despite having an impressive start into 2016, it already started to look a bit wrong, when he got often outraced by Gutierrez during the season.

Started P5 I think. It was an amazing lap in a car that was virtually never in Q3 and fighting regularly with Saubers and Marussias. Horrible car. Even looked like a sh*tbox with that horrible nose. The next year's E23 was lovely though.

nonono. Loeb did well in Le Mans, just like Michael Schumacher in his early years. But it is hard to defend/attack what could have been. So lets just say FIA ****ed up not giving him the superlicense.

yesyesyes.  OK, Seb came 2nd at Le Mans which is a considerable achievement, but he never raced single seaters.  It would have been a travesty if the FIA had given him a superlicence.
