Why do the FIA have a rule and not test? Surely they should have asked each engine manufacturer to provide a complete car solution with a method of deliberately causing a failure of the turbo, so that they can confirm how much debris escapes, before giving the design the rubber stamp.

 

For the same reason they don't test front wings from exploding inexplicably and unpredictably when runing the car on the track.

 

The rules state the car manufacturers must put something reliable and safe.   If you have the FIA testing every single component it would be billions and billions in test equipment for something that is the car manufacturing responsibility.

 

Engine builders know they need to make their engine reliable to finish a race and safe not to hurt anybody, just as car builders know their front wing must remain attached to the car for more than half a lap.
